One day state level workshop for sharing of amendment in PWd Act.

One day workshop was organized by Humanity welfare organization Helpline with all the organization of state who works for the empowerment of persons with Disabilities with an objective to address the problems faced by persons with Disabilities and proper implementation of personswith disabilities act in the state of Jammu and Kashmir. 53 participants were present in the workshop among them the Divisional commissioner Kashmir, Director social welfare, Deputy Director Education, Deputy Director Health & ARTO Srinagar Were present.

HWOHL got successful in building the pressure upon the state level administration. State level coordination was build with stake holders upon the disability issues and confidence was gained from the concerned officials for taking initiatives for the fast track inclusion of persons with disabilities in the main stream. During the meeting the DIV. Com discussed the issues as per memorandum submitted by HWOHL with the concerned Directors and representatives.

The issues related with the social welfare department were discussed with the concerned Director. During the Workshop Director Social welfare assured the organization that the department will take the cent percent efforts for making the entire Directorate office barrier Free including all district social welfare offices.In response to social security issues related to person with disabilities Director Social Welfare gave a broad review regarding the norms and availability of funds.

Div. com. Kashmir suggested the Director of social welfare to activate the district level offices for redressing the grievances of persons with disabilities on war footing basis, sanction all pending cases of ISSS and improve the quality of aid & appliances as demanded by beneficiaries.Then after Div. Com. Communicated on the issues of education with Deputy Director Education and stressed upon him for inclusion of CWSN in normal schools and directed the deputy Director that the schools should be granted registration only if they will allow CWSN to be admitted in their schools and will provide barrier free environment in the schools.Deputy Director Education informed the Div Com that the department has already relaxed the curriculum for CWSN, and has appointed 2 resource teachers/ Special Educators at District Level for ensuring the Education of CWSN.The Div. com directed the Deputy Director Education that the relaxation made for the children with disabilities should be clearly printed out on question papers for every examination conducted by BOSE.Director Health in response of memorandum submitted by the Partner NGOs regarding disability issues said that the initiatives will be taken on priority basis for their rehabilitation and district Hospitals will be made barrier free in future.In response to the queries made by the partner organization regarding the fake disability certificates the Div Com Kashmir directed the Deputy Director Health that all district boards should be directed to issue the genuine Disability certificate to the PWD’s otherwise action will be taken against the officers who has issued the fake Disability certificate.The Div Com also directed the SSRB & PSC officials that necessary arrangements should be made for screening of Disability certificates.

The Div Com directed the ARTO Srinagar to issue the Driving Licenses to persons with Disabilities.
